The Occupational Safety and Health Authorities remind you to inform the TE Office when hiring a third country national

The observations of the OSH Authorities show that the employers are not always aware that they must inform the TE Office when hiring a third country national. The report to the TE Office must be submitted without delay, within a week, and must describe the principal terms and conditions of employment, including the principal job duties, the duration and nature of the work, wages, the applicable collective agreement and the period of notice. This information may be submitted using the work permit application annex form available in the online service of the TE Services (link below).

The OSH Authorities give advice on how to correct deficiencies they have discovered. The OSH Authorities may also report the neglect to the police.

Third country nationals are citizens of other countries than the Nordic countries, Member States of the EU, Liechtenstein and Switzerland. Third country nationals need residence permits in order to work in Finland. The Aliens Act lists a number of scenarios where employment in Finland is allowed without a residence permit for an employed person.

The basic principle in the Aliens Act is that a foreign employee must have the right to work in Finland. The grounds for the right to work depend on the citizenship of the foreign employee, what work he/she is to perform in Finland and for how long a period.

The Aliens Act also lists those scenarios where employment in Finland is allowed without a residence permit for an employed person.
