Framework programme for occupational safety and health enforcement for 2020–2023

The framework programme of the Divisions of Occupational Safety and Health of the Regional State Administrative Agencies for 2020–2023 has been completed. The vision and common outlines, as well as the strategic goals and social impact objectives of the Divisions of Occupational Safety and Health of the Regional State Administrative Agencies for 2020–2023 have been defined in the framework programme.

The framework programme is based on the trends and phenomena identified in working life which can be affected by the means available to occupational safety and health. Working life keeps changing, but the traditional field of occupational safety and health – the prevention of occupational accidents, occupational diseases and other health hazards caused by work – continues to be a significant part of the operation of the Divisions of Occupational Safety and Health.

The desire to renew and develop operations gradually toward being an impactful, efficient and nationally operating Occupational Safety and Health Authority is emphasised in the framework programme. “Gradually progressing, controlled change is perhaps the best description of what we are currently working on,” says Arto Teronen, Director Of Field Operations, Ministry of Social Affairs and Health.

“Change does not happen overnight. Next year, enforcement is most likely to be the same to a great extent as it has been during the framework programme period coming to an end now. The planning and implementation of the operational development targets outlined in the framework programme will be started. Development shall be specified in more detail within the scope of available resources as we move on with the plans. The development of the current and new enforcement methods is an important direction for development measures. The goal is also to create a shared system for planning and supervising operations for facilitating the cooperation between various Divisions of Occupational Safety and Health,” Arto Teronen states.

Simultaneously with the completion of the framework programme, the Divisions of Occupational Safety and Health have already started with the work to transform the social impact objectives into concrete performance targets. This will be done by using the social impact objectives as a basis for defining the most effective measures of enforcement and operational development for achieving the objectives presented in the framework programme. As the work progresses, the objectives will be processed in the national advisory committees for occupational safety and health as well as in the regional occupational safety and health committees.
